On my 1991 525i gas gauge the numbers are in increments of 20's all the way up to 80. I am assuming that's in litres? I live in Toronto. I checked the Haynes manual and it says the gas tank should hold 80 litres (should being the operative word). When I fill up my tank I am only getting 60 litres. What happened to the other 20?

Umm.. you already have 20l in the tank[;)]

theres a safty net when the light comes on you have around 7l left in my car but in my dads you have 15l it all depends on how you calibrate your fuel sensor. 80 does sound a bit high!! the E34 M5 has a 90l tank and goes 400+ miles on that <--- my litres are in UK denno if it makes a differance!

Assuming the tank is completely empty, the gauge goes from E to 80 which I assume represents litres. When I fill up at the gas station I can only add 60 litres.
